Outspoken in his belief that unions needed to be politically active, Mahoney was responsible in large part for the formation of the Farmer-Labor Party. He served as president of the St. Paul Trades and Labor Assembly and as editor of the Union Advocate from 1920 until 1932, when he was elected Mayor of St. Paul.
